Project Overview:
The V4 Watling Street crossing in the Western Expansion Area (WEA) of Milton Keynes was developed to provide a safe, efficient, and accessible crossing for both pedestrians and cyclists. As part of a wider infrastructure upgrade, the scheme included the construction of a new underpass, a roundabout, and a pedestrian crossing, all aimed at improving road safety and supporting the needs of a rapidly growing community. The project also required the diversion of significant utilities, including Anglian Water, to maintain essential services and accommodate future development in the area.
The Client’s Challenge:
Milton Keynes Council needed to address the challenge of ensuring safe and convenient crossings for pedestrians and cyclists along the busy V4 corridor, particularly as the population of the Western Expansion Area continues to grow. The project had to be delivered with minimal disruption to existing services and traffic, while coordinating the diversion of major utilities and delivering a lasting improvement in accessibility and safety for local residents and visitors.
Our Solution:
ABM Precast Solutions worked closely with Eurovia Contracting and Milton Keynes Council to supply a tailored package of precast concrete components for the new underpass and associated structures. Our contribution included:
✅ Portal Frame Underpass (9m x 2.4m x 2m)
✅ 6 parapets
✅ 34 wing walls
Each unit was precision-manufactured offsite, ensuring high quality and rapid installation on site. The portal frame underpass was designed to provide a spacious, well-lit, and accessible route for pedestrians and cyclists, while the parapets and wing walls offered robust support and a clean finish to the overall structure. Our offsite manufacturing approach helped to minimise on-site disruption, streamline the construction programme, and maintain the highest standards of safety and durability.
The Results:
The new underpass at the Whitehouse Roundabout now offers a safer, more accessible crossing for pedestrians and cyclists using the V4 Watling Street. The completed scheme has improved connectivity and road safety in the Western Expansion Area, supporting both current and future growth. The project’s success is a testament to the effective collaboration between Milton Keynes Council, Eurovia Contracting, and ABM Precast Solutions, as well as the benefits of modern precast construction methods.

This project highlights ABM’s ability to deliver high-quality, bespoke precast solutions that support safer, more accessible infrastructure in growing communities. Early collaboration, technical expertise, and efficient offsite manufacturing enabled the successful delivery of a complex project with lasting benefits for residents and visitors in Milton Keynes.
